The Department for Transport (DfT) has defended its decision to approve the third runway at Heathrow following backlash from campaigners.
A spokesperson for the government agency says the reasons for approving the new construction have been clearly laid out previously, adding "we stand by those decisions".
The comments follow the launch of a legal appeal from the 2M group, which represents 23 local authorities.
A High Court appeal will be heard, with the group claiming the government''s decision is irrational and the consultation process was not lawful.
Ray Puddifoot, leader of Hillingdon Council, says the number of local authorities joining the campaign is "unprecedented".
"The real concern is that the government has not proved that a third runway can be operated without breaching air pollution limits, making noise worse or creating intolerable congestion on local roads and public transport," he adds.
When approving the plans, Geoff Hoon, the transport secretary, said it was the best way to maximise efficiency at the airport.
